What we do?

The Human Resource section of the Corporate Services Branch provides Congress with;

  1. A skilled, efficient and effective workforce,
  2. Effective staff development and culturally appropriate training,
  3. A safe workplace environment,
  4. Strict adherence to confidentiality on all HR matters,
  5. Sound administration, advice and support on wages, salaries, working conditions and other employment benefits,
  6. Strategic workforce planning in line with Congress core business and across the whole of Congress’ operations.

This is achieved through the employment of appropriately skilled and experienced HR specialised staff.

Services Include

The functions and responsibilities of the Human Resources section focus on the need to provide Congress with the following essential services:

PERSONNEL

  • Adheres to and supports a cultural philosophy that embraces a caring and supportive environment; nurturing and encouraging Aboriginal cross-cultural issues, a workplace that provides for Equal Opportunity and that is free from all forms of Harassment and Discrimination.
  • Provides confidential administrative support services to all Congress employees and managers.
  • Provides HR policy advice to employees and managers and develops and maintains HR policies and procedures in line with various legislative and other regulatory instruments.
  • Maintains a Strategic Human Resource plan that enables Congress to address its future organisational requirements to fit and align with its future recruitment needs.
  • Maintains a current organisational chart that accurately reflects the practical and daily operational and longer-term needs of Congress by illustrating functional workflow responsibilities for each employee within each Branch.
  • Administers Workers Compensation and Employee Income Protection Scheme to support ill or injured employees and to ensure they are able to return to work, in a supported environment, as soon as possible.
  • Captures all HR data within a centralised Human Resource Information System (HRIS) to enable appropriate planning, monitoring of trends and provides employment data and statistics required by funding bodies.

RECRUITMENT

  • Delivers a skilled and effective workforce through the development and maintenance of appropriate recruitment practices and procedures to ensure Congress has the right people in the right jobs.
  • Provides cost-effective recruitment solutions, in a timely and efficient manner, while keeping up to date with market, industry and employment trends.

STAFF TRAINING & DEVELOPMENT

  • Provides a Training and Development Plan that commits Congress to foster and encourage the professional development of all its employees.
  • Implements and supports an appropriate employee Performance Management System, in conjunction with the unions, to assist in effectively measuring and managing performance.
  • Provides an in-depth Orientation Program to all employees.
  • Maintains and supports Congress’ Aboriginal Employment Strategy.
  • Is actively involved in Community events to increase awareness of Congress’ programs and activities through promotion of media campaigns, advertisements, shows or other mediums, such as;

                                  School and Career Expo’s,
                                  Workplace Committee’s with external stakeholders, and;
                                  NAIDOC Week celebrations.

OCCUPATIONAL HEALTH & SAFETY

  • Provides a safe workplace environment through the development of appropriate Occupational Health and Safety strategies consistent with the NT Work Health Act and Regulations and the provision of OH&S training to personnel.
  • Continually encourages and supports internal OH&S audits, and provides sound advice in line with current regulations via the OH&S Committee.

SALARIES, WORKING CONDITIONS & INDUSTRIAL RELATIONS

  • Provides information and advice on the Congress Enterprise Bargaining Agreement and other industrial instruments applying at Congress.
  • Maintains an equitable staff remuneration and benefits system based on industry benchmark standards via effective and purposeful relationship with the relevant unions.
  • Provides advice to the Congress Executive on a range of industrial matters, including employee bargaining, employment law and disciplinary matters.
