Provides congress with a skilled and effective workforce, a safe workplace environment, an equitable remuneration system and a strategic human resource plan.


Services include
The functions and responsibilities of the Human Resources Branch centre on the need to provide Congress with the following essential services:

* Delivering a skilled and effective workforce through the development of appropriate recruitment policies, strategies and procedures

* Providing a safe workplace environment through the development of appropriate Occupational Health and Safety strategies consistent with the NT Work Health Act and Regulations

* Developing an equitable staff remuneration system based on industry benchmark standards via effective and purposeful relationship with the relevant unions

* Developing a current organisation chart that accurately reflects the practical and daily operational and longer-term needs of Congress by illustrating functional workflow responsibilities for each employee within each Branch

* Developing a cultural philosophy that embraces a caring and supportive environment; nurturing and encouraging Aboriginal cross-cultural issues; and supporting the principles of Affirmative Action, a workplace free from Sexual Harassment, Equal Opportunity and Non discrimination in the workplace

* Formulating a Training and Development Plan that commits Congress to foster and encourage the development of its employees

* Providing legal advice to the executive on a range of industrial matters, including employee bargaining, employment law and disciplinary hearings

* Developing and adopting an appropriate employee Performance Measurement System, in conjunction with the unions, to assist in effectively measuring operational performance

* Implementing a Human Resource Information System to capture all HR data to enable effective planning, monitoring of trends and providing necessary statutory statistics

* Creating a Strategic Human Resource plan that enables Congress to address its future organisational requirements to fit and align with its future recruitment needs

* Providing a capability to facilitate community awareness of Congress’ programs and activities through promotion of media campaigns, advertisements, shows or other mediums.
