Head Office

The offices of the senior management of Congress, CEO and the Deputy CEO are located at Head Office, 14 Leichhardt Terrace.  This includes the Public Health Unit. The Congress Board also meets regularly at Head Office.

The CEO provides leadership and direction to the organisation and has a strong advocacy role at a local, territory and national level in improving Aboriginal health and well-being outcomes.  The CEO also manages Congress’ relationships with other agencies and is responsible for ensuring that the decisions of the Congress Board are carried out.

The Deputy CEO works with the CEO to ensure the aims and aspirations of Congress are achieved.  The Deputy CEO oversees the operational aspects of all of Congress’ branches to ensure they are working in a manner consistent with the strategic plan and in compliance with the requirements of various funding bodies. The position also works with the Public Health Unit on funding submissions and health policy.

Congress Board

The Congress Board is formed by a formal selection process from the Aboriginal Community of Alice Springs.  The primary function of the Board is to provide strategic direction and offer guidance to Congress to achieve its aspirations. 

In May 2010 Congress held a Special AGM to approve constitutional changes including major amendments relating to the membership rules and the selection of Board members.  Members approved the changes which were subsequently endorsed by the NT Department of Justice.

Among the amendments were title changes.  The Cabinet is now the Congress Board, Cabinet members are now referred to as Directors of the Board and the Congress Director position is now known as the Chief Executive Officer.

The composition of the Board is as follows:
4 General members
2 Native Title holders
1 position reserved for a youth member

The Executive of the Board comprises:

  • Chair
  • Treasurer
  • Secretary

A quorum of 5 members is required.  The Chair has a casting vote.  The CEO has ex-officio member status with no voting rights.  The term of the Board has been extended from 3 to 5 years, with half the Board retiring after 3 years to ensure fresh ideas and skills are brought to the Board constantly.

Board vacancies will be advertised and the Board will make an appointment based on agreed selection criteria which include relevant experience, qualifications and ability to contribute to the aims and aspirations of the organisation.

Public Health Unit (PHU)
The PHU comprises the Public Health Medical Officer, the Continuous Quality Improvement staff and the Sexual Health Coordinator.

The work of the PHU includes health policy analysis and development, submission writing, research project management and clinical oversight of service-based programs.  The CQI staff provide support and assistance to branches and programs to improve their clinical outcomes and performance.  The Sexual Health Co-ordinator provides education and training to clinical staff regarding the documentation and best-practice management of STI testing activities and works with external agencies regarding STI issues in Central Australia.
