The Corporate Services Branch provides a range of corporate administrative and management support services to enable the organisation to function efficiently and effectively within statutory, financial and corporate governance frameworks.

Functions

Financial

  • Provision of a comprehensive accounting and financial management service to the organisation, including preparation of budgets, audited financial statements and debtor and creditor services
  • Provision of an internal payroll service for the benefit of all Congress staff
  • Administration of the staff fringe benefit scheme
  • Preparation, management and control of funding applications to external agencies
  • Preparation and control of various agreements / contracts / memoranda of understanding

Human Resources

  • Provision of comprehensive recruitment and staff selection service
  • Provision of a training and development function
  • Administering the workers’ compensation scheme
  • Developing and administering HR policy
  • Administering discipline / complaints / mediation / dismissals / dispute resolution
  • Developing and negotiating Congress’ EBA and management of all IR issues
  • Development of OH&S policy / procedure and convening OH&S committee
 

Assets

  • Management of all Congress buildings and property, including Repair & Maintenance and Capital Works projects
  • Management of office accommodation requirements and minor new works
  • Cleaning and sanitation contracts
  • Security contracts
  • OH&S issues affecting property / buildings
  • Management of vehicle fleet
  • Responsible for disaster evacuation plan
  • Act as Chief Warden in event of security breach / disaster
 

Information Technology

  • Provision of comprehensive IT services to Congress
  • Provision of IT “Help Desk” for Congress staff
  • Responsible for development and control of Congress’ website
  • Purchase hardware and software needs of Congress
  • Development of an annual IT strategic operations plan for future needs
  • Development of IT upgrades
  • Maintain Communicare medical records system
 

Records Management

  • Provision and maintenance of a comprehensive records management system
  • Development of a file storage, retrieval, disposal and archives system
  • Development of appropriate records policies and procedures
  • Establishment of appropriate training for records handling staff
  • Compliance with statutory records management practices and IT licencing

Corporate Communications

  • Provision of a centralised public relations and media focus
  • Preparation of Annual Report
  • Development of Corporate image and communications policy
  • Planning and implementation of significant “showcase” events e.g. NAIDOC; Expo;

General Administration

  • Administration of all corporate insurance needs
  • Administering of AGM of Congress
  • Development of sound Corporate Governance protocols within Cabinet
  • Preparation of statutory returns to ensure compliance with various agencies e.g.
    • Complaints Commission return,
    • Corporate Affairs commission re Cabinet
    • Service Activity reports
    • Insurance reports
    • Business Planning submissions
    • Strategic management planning
  • Control of Complaints Procedure for clients / patients accessing our services
  • Chairing of Communicare Working Group
  • Maintain various registers for contracts, MOU’s and agreements
  • Control and administer all legal representations on Congress’ behalf
  • Act as Public Officer under Corporations Act
  • Act as Privacy Officer under Commonwealth privacy legislation
  • Development and control of Corporate Policy and Procedures
